Apcoa Parking Charge Notice Northumbria Uni

Hello everyone, I have recieved a parking charge notice from Apcoa at Northumbria Uni. On the weekends the car park is pay and display so I phoned up and paid by phone for 24hours and then I recieved a text from Apcoa asking me to text them my reg which I did, then just over an hour later I return to my car to find a parking ticket on my windscreen. I read the FAQ's and have got confused about the Scotland & NI bit as my car is registered in Scotland but I have it at uni with me in Newcastle. I would really appreciate it if someone could help me out

Either:
Ignore it all as you are in Scotland where there is no 'keeper liability' and they do not know who was driving. Stay schtum and tell your family NOT TO PANIC OR PAY the debt letters, yawn...they are nothing.
OR if your family in Scotland would panic & pay to 'help' resolve it (DOH!!) do this instead:
Appeal as registered keeper, giving your Scotland address only.
NOTHING ABOUT WHO WAS DRIVING.
Just write (if you are the keeper) that your place of domicile is in Scotland and that you are aware that the POFA/keeper liability does not apply and are not scared by alarmist rubbish about a Scottish case where a driver was admitted, because in this case the driver will not be.
Tell them to do one. Do this online giving your name and address, as registered keeper (not 'driver').
Do not do this by post, they'll ''lose'' it. If you get a POPLA code from that (which you should) you can quash it at POPLA, as keeper.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
