Wrong Registration, Goodwill Settlement

Hi - First timer, so be gentle.
I received a Parking Charge Notice through the post following my partners visit to a Parking Eye controlled car park. She entered the wrong registration number of her own car, whilst she was actually driving mine - an honest, 'not really thinking' mistake. I appealed to PE and sent front copies of our V5C documents to show ownership and they've responded with the following:

Thank you for your correspondence in relation to the Parking Charge incurred on 15 April 2017 at 16:39, at Dovecot Street, Stockton-On -Tees car park.
The signage located at the above car park advises all motorists to enter their full, correct vehicle registration into the payment machine/terminal on site. It has come to our attention that the incorrect vehicle registration was inputted on the date of the parking event which has therefore resulted in a Parking Charge being issued.
As a gesture of goodwill we would like to offer you the opportunity to make a discounted payment of £20.00.
This will be on a without prejudice basis, however we must warn you that if this balance is not paid within 14 days from the date of this correspondence, the Parking Charge will increase to the original value.
Please note, if no payment is received, the appeal may well be rejected and a POPLA code provided
Upon receipt of this payment the matter will be closed and you will receive no further correspondence from us.

I'm still a bit annoyed given that my partner in good faith made payment, however, concede she made an honest mistake. I've searched the boards and forums and nothing seems to point me in any direction. Should I just suck it up and pay the £20, or do I have reasonable grounds for appeal? I've until the 19th to pay if necessary, but I'd welcome some sound advice.

    this scenario happens many times and its your choice to make , either pay up or fight , but if you do decide to fight , be aware of what you could be letting yourself in for

    a judge may see it as an honest mistake and find in your favour

    thank them very much and state that the driver did enter their full, correct vehicle registration into the payment machine/terminal on site.

    As Redx says, you really need to know what needs to be done to try to get the £20 charge dismissed. It will take you a good few weeks to attempt to get POPLA to overturn this. But as there seems to already be an admission that a (albeit honest) mistake has been made, the hill gets that bit more steep.

    Depending on your commitment to undertake the research, do the drafting and detailed submission to POPLA, you *might* snatch a win. Lose at POPLA it becomes £100 - even then you still don't have to pay it, but expect PE to sue if you don't.

    Lose at court, it can easily become £200.

    It's your call. Don't forget that PE won't have lost £20, but will have expended £2.50 for accessing your data from the DVLA plus the cost of stationery and postage in writing to you twice.

    Subject to your principles and your willingness to put in some real effort, sometimes 20 quid ain't worth arguing about.

    If this is Morrisons, simply email the Head office of the retailer to complain, and it will be cancelled. As per every other M's thread.

    I don't think the OP has confirmed it was Ms. It was just a guess by CM.

    I don't even think that Morrisons in Stockton on Tees is at this address.

    Great sentiments subject to the following:-

    1. It isn't your money at risk.
    2. If OP lost in court, then lots more money would flow into PPC coffers, less the £50 they give their sacrificial brief.
    3. Court decisions are a lottery, so toss a coin.

    I have seen better chances go west. If a DJ said that the conditions were clear, you didn't enter the vehicle details, so you lose, I would not be surprised.

    Equally, the DJ may say that since the PPC has accepted that OP actually paid, but made a mistake with the wrong reg, therefore PPC lost nothing, then that could happen too.
