Item bought in germany

Hey guys im asking this for a friend

recently bought an AMP for £400 off ebay auction in Germany.. My friend didnt pay with PayPal but with a bank transfer.. the item when it arrived was faulty.. the seller is refusing to refund the money and ebay tell him that they can do nothing about it.

I thought ebay were able to isssue return labels etc to help out?

    I echo this, why did the friend use a bank transfer?

    Out of interest was this bought on ebay UK or ebay DE?
