POPLA not issued - now final demand, please help

Final demand received from called Total Parking Solutions, about an alleged contravention on the 4/3/17. They have never replied to the appeal or issued a POPLA number.
Pull up a chair and hear the story....
They said a notice was issued 8/3/17 and a reminder sent on the 25/4/17. On the 26/4/17, I used their online appeal process straight away and received an acknowledgement email. As no such first letter had been sent.
12/5/17, a letter dated 10/05/17 final demand has arrived by post. It said the time to appeal has expired!
I have never received an appeal reply, POPLA code/number or any reply to my appeal by TPS
Where do I go from here?, I have the appeal number from the online form submitted and email as proof.
