Jacobs bailiff bullies

Hi, im really needing some help.

I live near a hospital so need a permit to park on my road. when Ii moved in I was awaiting 2 permits in the post for my car and a visitor permit. One weekend whilst waiting, the local rugby team were playing so the wardens were out in force.... gave me two tickets in one day for parking outside my own house!!! i caught the first guy, i explained my situation and he said, its too late he has pressed the button and i will have to appeal.

I did! Twice! and both times the council rejected it! I stayed stubborn and didn't pay it out of principle. a few days ago I had a hand delivered letter through my door from JACOBS saying i have 24 hours to pay £460 or they can force entry into my home even in my absence.
This is of course scary, i am a single 28 year old mum with a 5 year old son. i work full time so im worried every time i turn into my own road.

I ignored letter number one, as i never had any form of enforcement letter before it....

Then at 7.30am this morning i heard a tiny knock on the door, my son was sat next to it and didnt hear it so i guessed i was hearing things and carry on making breakfast..... then comes the letter through the letterbox.... hand delivered.... at 7.30am!

i waited until 8am and called. he was vile! told me he will take my car at 6pm..... i said "good luck with that buddy because i dont have a car anymore". He told me he done a HPI check on two vehicles near my house to which i replied. "HPI check every car on the street, not one will come back as mine as i dont have one anymore. I am in a IVA and have no disposable income. i will pay £10 a month".
He told me the office with laugh at me with that amount and i am to pay it in full or at a push £50 pm. he said i will hear off the office shortly.

Office called me on my lunch break... I pay in full or £123pm. IS HE JOKING! for parking outside my own home!!! i told him i cant and now i have to do a income and expenditure withing two weeks.

I called Warrington Council... they wont help its in the hands of bailiffs, i asked for a breakdown of my fines.. totalling £226 to the council (did i mention it was for parking outside my own home!!!) i asked for a copy of the service level agreement they have with Jacobs.... i have to request in a email.

Ive then emailed jacobs asking for a breakdown of their charges and why they will not honour a payment plan if i am willing to pay it.

the stress of it is unbelievable,. i thought i was clued up but keep hitting dead ends. any advice would be great. x
