Cpm charge notice sent to wrong address

My partner received a pcn from cpm few days ago there was no ticket on the windscreen just the postal ticket but it was sent to our old address and was forwarded on by the new owner of our flat.
Admittedly partner said she had completely forgot to send off the log book when we moved but has done it since and should be updated by now.
My problem is I have just drafted an appeal letter from the newbie thread to post tomorrow (seems there is no online appeal process) but on reading the address on rear of ticket to post to I have noticed they state appeals should be sent within 21 days, which how's your luck ended today. I plan to send the appeal anyway even though it's a day late my question is shall I add a note at the end stating I only received ticket few days ago for the above reason or shall I not even mention it?
Any help would be much appreciated.

    doesnt matter what is said in your appeal, they always reject them anyway, there is no profit in acceptance , so just use the IPC template "as is"

    ensure you add a note stating the new address for service of any paperwork

    then IGNORE them for 6 years unless you get an LBC or an MCOL in the post

    Ok thank you il send that off today and just put new address at bottom.
    Been reading cpms website about non payment they say that they can send high court Baliff's to claim money back and they have listed names of cases they have won over £600! Don't know how they can get away with printing lies like that. Has anyone ever had a bailiff visit due to not paying?

    You need to do some serious studying so hysteria doesn't take you under. Watching 'Can't Pay, We'll Take It Away' or 'The Sheriffs' doesn't count as 'serious studying'.

    'Bailiffs' can only be appointed by the court on special application by the claimant after they have beaten you at court, after a judge has awarded costs against you, after you have failed/refused to pay the claimant.

    And even after all of that, they won't be turning up to recover a hundred quid (and a bit extra in costs).

    Fair point, although it doesn't worry me so much as I dealt with cpm successfully a few years back when they gave me a ticket in same car park, but this car is in partners name and she worries about things like that.
    Thanks for advice though.
