Complain to the pub, get them to intervene and get this cancelled for a genuine customer. Also read the NEWBIES FAQ sticky, post #1 will do for now.

CEL are easy to beat, providing you do your homework well.

Also, check to see if the pub or PPC has obtained planning permission for the signs.

Don't forget the small matter that the PPC has no ability to engage in a contract between the landowner and the car driver.

Easy one - CEL usually fold when they see the BPA template appeal from the NEWBIES thread. Game over.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

There you go! The landowner complaint can be very potent, and if they say its cancelled, cancelled it is.

Ideally you need written confirmation from CEL, but I don't think they're that efficient. Best you keep tabs on your PCN by visiting their website, going as if to pay it, then checking on the PCN's status.

If you find it is still 'live' as you approach the CEL deadline for the initial appeal, send the blue text template for BPA members from the NEWBIES FAQ sticky, post #1 and add a final para to tell them the pub has agreed to cancel this.

Preferably, get the pub to confirm cancellation in writing, then you can attach a copy to your initial appeal.
