Both the executor of the estate and my solicitor have again talked to NS&I and NS&I are now claiming that the certificates cannot be transferred to me, but only cashed in. In all honesty, sounds like a ploy to get out of interest payments, as first "it was it can be done", and now it's like "no, it must be closed". The certificate seems to be a Type B, and reading the bit from isasmurf:

77 A Certificate, or part of a Certificate, can only be transferred with the consent of the Director. The Director will only give consent in exceptional circumstances. Generally, the Director will give consent in the case of the inheritance of Certificates on the death of a Certificate holder, but not to any transfer which is by way of sale.

Do you know who the "director" is? Or is just someone who sits on the board?
