MBNA Money Transfer Card

I filled in the basic info on the MSE Credit Card Eligibility Calculator and there was a 95% approval rate for the MBNA - up to 36 months 0%, 2.99% fee
LONG MONEY TRANSFER CARD, WITH A LOW FEE
option.

Ont he moe info tab it said:
This MBNA card offers up to a massive three years at 0% on money transfers for a one-off fee of 2.99%.

What's the new 'pre-approval'? MBNA has now provided info so we can tell many people they've a 100% chance of getting that exact deal (subject to passing its ID & fraud check). There's no impact on your credit score, though of course if you then apply, that marks your file.

Need-to-knows

You must do your money transfer within 60 days of opening the card to get the 0% deal and low fee; after this, you'll pay 22.9% APR and a 5% fee.

Does that mean MSE can tell me if I will get the card without doing a hard check (subject to proof of ID) and that I can transfer the money into a UK bank account if approved?

Are MNBA pretty leinient in the grand scheme of things? Thanks!
