The way you've worded that suggests that some banks other than FD don't close old accounts when switching using CASS, but that's not the case!FD do close the account if you use CASS, but yes other banks don't and the post was about FD so the information given is correct.
Just to reiterate, CASS is the industry-wide standard scheme adopted by all the main players (including RBS and First Direct) when introduced in 2013 and this does non-negotiably close the old account.
Any other switching arrangements (such as the RBS one referred to above) are bank-specific and so can indeed have their own Ts & Cs, such as leaving the old account open.
Generic references to 'the switching service' aren't particularly helpful if they leave it open to interpretation as to whether they're meaning the standard CASS scheme or other localised bank-specific arrangements....0
