Would electricity be cut from a shower if flow is only restricted beyond the outlet?

The reason for my rather odd question is that I have a redundant electric shower in the bathroom which is situated very close to the basin. I have a cunning plan to divert its hot water into the cold basin tap, which would not only provide almost-instant hot water when usually it's lukewarm, but would also save most of the water wasted by waiting for the hot to come through because
⦁ the pipework from the cylinder is double the length I propose
⦁ That pipe is 22mm whereas in my scheme, I'll be only be using 15mm pipe
⦁ The water from the shower will be so hot that I'll need that otherwise wasted cold water to mix in.

The only snag in this that I can think of is the safety aspect in ensuring power is cut as soon as the basin tap is closed, but I'm unsure how showers are designed to detect the ceased flow when their water knob is turned off.
