WY Parking Enf PCN Received - Sign not visible!

Hi Guys,
Apologies for this being my first post as i don't want to come across as a leacher!
I received a PCN on my windscreen at 31/03/2017 asking for £90, reduced to £54. The area which i was parked was an 'abandoned' un-owned Mill in Bradford which has been recently purchased by a new 'chap', it has no ticket facilities. cameras etc or 'instructions' on how to gain a permit to park there.
I chose to ignore this as i thought it was just the young lad trying to make a quick quid! I have now received a NTK form from PCS on behalf of WY Parking Enforcement LTD delivered Today, but dated on 'sending of this notice' on 04/05/2017.
I have read through the newbies guide however I want to be certain that i am correct in thinking i can be appealing at this point via the PCS Website with their Online Appeals form asking for a POPLA Code? As i have obviously missed the 'Day 26 Appeal' Window by now.
Does the template for letter spacing etc still apply regardless of whether or not the spacing used is correct? is this just to obtain the POPLA code to take it further, do they have the right to deny providing the code?
It is also worth mentioning that the one and only sign on this tiny bit of land, is angled away from the spot i was parked in.. so it isn't actually visible however i don't know if this means nothing to the powers that be..
Do i have a leg to stand on with this whole dealio? If any further info is required please let me know as i currently have my tail between my legs not sure on how serious to take this situation!

That sums up our opinion of WY Parking Enforcement Ltd! So i still haven't heard anything since sending the BPA Template over to WY Parking Enforcement LTD!
Is it a given that if i do not get another letter within the 21 days stated within the template that i can forget this whole ordeal?0 -
a ppc has 14 days to acknowledge an appeal and 35 days to decide
no you cannot "forget it"
the 35 day rule isnt enforced
the claim is statute barred after 6 years0 -
Hi All, thank you for all the help so far!
I have re-read the newbies guide however my process has diverted away from the way the guide works so to speak haha!
So, after filling out the appeal form on the PCS website around 40 days ago, i have received another letter which has nothing to do with my appeal being declined/accepted. instead The letter is just a repeat reminder of the PCN for £120, but this time the wording states that "the requirements of Schedule 4 has been met and that i am now liable for the Parking Charge"..
At the end of this letter stating that i have 14 days of the issue of that notification of liability letter full payment has not been made, pass to debt collector yadayada..
Do i have to go through the appeals process again? Where do i stand if they have just ignored my appeal form and carry on with the rest of there 'script'? What's the best direction to go from here

You complain vociferously to the BPA and ask them what action they will be taking. Make sure you copy the complaint to David Dunford of the DVLA. Send a copy, just for completeness to WY Parking. Mark each copy cc BPA, DVLA, WY Parking so each knows that everyone has been copied in, to try to avoid anyone thinking they can ignore the complaint.

I am composing an email to them now, i will include all mentioned contacts and WY Parking Enforcement, the company "PCS" Who keeps sending the letters do not have an email address....
Do you have any idea of what i should/shouldn't include in the email? Other than the fact that they have so obliviously ignored my appeal, i should mention however i do not have a screenshot or something similar of my appeal unfortunately.. Do i have anything else which may usable to prove my case?0 -
Received an email back from the BPA saying that my PCN has been cancelled!!! Hah!!!
They are apparently "currently investigating" the operator as they never provided me with an appeal rejection letter, and also because the operator provides self ticketing without informing the BPA... Bunch of cowboys if you ask me. Your average joe would of paid the £120 already... Makes my blood boil!!
