Peel Centre excell parking

Hi all,
i've received a parking charge notice/notice to keeper from excell parking for parking at the peel centre in stockport.
The car was parked at the toys r us end, not even realising it was a paying car park.
Having read the sticky post on here and a few threads I feel i should appeal as a potential £100 fine for 30mins parking is totally unjustified, but from what i can gather an appeal will almost certainly be rejected and it appears this could go as far as going to court or a ccj, which is definately not what i want.
I almost just paid the £60 early payment fee to ease any oncoming hassle about it all until i read that the charge should be issued within 14 days of the offence.
I parked on the 17th April and the notice was posted out on the 3rd may, 16days after the incident.
Does this negate their claim?
Any advice greatly Appreciated.

    nothing willl "negate" their claim

    but it may mean that the KEEPER cannot be held responsible under POFA2012

    its still an invoice and they have 6 years to try to enforce it through the MCOL system

    you still have to go through the motions as keeper

    so follow the IPC advice in that NEWBIES sticky thread

    and put PEEL CENTRE STOCKPORT into the forum search box to read the hundreds of similar threads about that infamous honeytrap

    Presumably by now you have searched the forum and found the email address to complain to the Peel Centre to get it cancelled. And you've read 'NEWBIES READ THESE FAQS FIRST'.

    The timeline only negates any future claim if you go and blab about who was driving in any appeal! Don't! Get the Peel Centre to cancel.

  • I sent off my appeal using the form on here, and as expected it has been rejected.
    I also contacted the peel centre via their online system, but have received no response. Toys r us did get back to me but said they couldn't overturn the charge, but did offer me a small voucher as recompense.
    It seems i now have 3 options,
    1. Appeal to the IAS (Pointless i believe)
    2. Pay the charge.
    3. Ignore the letters and hope they give up. (Probably not likely).

    From what i understand a PCN issued via ANPR needs to be issued within 14 days, the one i received was issued after 16 days. Does this mean they are just chancing their arm in chasing me for the charge?

    Should i just sit tight?

    Any help/advice much appreciated.

    Only if they intend to rely on PoFA which Excel do not.
    It seems i now have 3 options,

    3. Ignore the letters and hope they give up. (Probably not likely).

    4. Await the barrage of debt collecting letters from BW Legal. Either ignore them until you get to final notice /letter of claim
    Or...
    Reply to each saying the debt is denied. I was not the driver, any court proceedings will be vigorously defended. Stop process my data under s10 of the DPA.

    I meant, email the Peel Centre staff by name, not using their online 'contact' form. Simple to find all the discussion on PCNs cancelled by Peel Centre Management, if you search the form for something like 'Peel Centre email cancelled'. You will find the email yourself and will read how people won.

    Far better than waiting for a claim, fight back now.
