Help to Buy ISA and Loan

Hi,
Hopefully some can point me to some guidance on this, as I've been unable to find any.
The cap on the help to buy ISA is 450k, and the cap on the market price of a property bought with the help to buy equity loan (in London) is 600k.
If you take the 40% London help to buy equity loan on something that is 600k, you're buying 360k worth of equity. Could one get the help to buy ISA bonus in this situation? I suppose it depends on whether the cap is based on the total value of the property, or the value of the equity you're buying.
