euro car parks pcn

we received a pcn in the post for £100 for parking in a car park on the 23 april from 00.34-01.49 am without payment.. it was an anpr notice, the keeper was not the driver who said the pay machine was broken and took the money without issuing a ticket. he assumed if the machine was broken he wan't liable to pay. the same happened to someone else there at the same time. what can we do about it.
