PPI - date info needed

A friend believes she may have been mis-sold PPI when she took out a mortgage with the Halifax BS in the mid-1990s. I can't find any info on how far back you can go to make a claim, so I would appreciate help from you experts

You don't make a "claim", you complain that the supposed PPI was mis-sold.
You therefore first need to establish if there was PPI. You do this by asking the institution concerned to check their archives.
If there are no records of this finance (or there was no PPI) then any complaint is over before it's begun.0 -
