Out of time?

I received a windscreen PCN on 27th February 2017 from Care Parking and the notice to keeper which is dated 3rd April 2017. I believed that I had 28 days from receipt of this in which to lodge my 1st appeal, is this correct?
I emailed my 1st appeal as per this forum's guide on the 28th April 2017.
Today I have received an email from Care Parking to say I'm too late to appeal as it's more than 28 days since the alleged parking incident and hence no POPLA code either.
Surely this can't be correct?
If it turns out that I am wrong then what would be my best course of action?

it is correct that you had 28 days to appeal , from the NTK in the post , as keeper

it is wrong for them to suggest its from the parking incident date , that date was for the driver to appeal a windscreen ticket

so if you are correct you appealed within the 28 day window of opportunity , so complain by email to aos@british parking and enclose a timeline of all correspondence and add unredacted copies of all paperwork , stating that the appeal was correctly made within the 28 day appeal window

then see what they come back with
