PCM parking fines in resident parking area

Hi, I have received 3 tickets in the last week when parked in a visitor parking bay in the block of flats where I rent. I do have a visitor permit but this had fallen down, and so was not displayed. They came back 3 days in a row before I noticed. The first was at lunchtime, the second two in the middle of the night, at 1am!
The company is PCM
I have read the threads, and am proposing to wait for a NTK, would you recommended this?

    Yes I reckon (as long as YOU are the DVLA registered keeper, not a company/lease firm) let PCM have to get your data. When 3 NTKs arrive, email the DVLA to check if PCM applied three times...

    Just checking you mean Parking Control Management? There are various PPC's who have similar names (e.g. PCM, CPM etc.)

    However as C-M said wait for the NtK. I think these guys are now IPC members (as of April Fools day in 2014 - irony) which means no POPLA appeal unfortunately.

    Once you have the NtK come back and follow the newbies thread to appeal to PCM as the Registered Keeper.

    Also once you appeal, perhaps a word with your landlord might help, he/she can see if he/she can get onto the Management Agent about this rather sharp practice and essentially harassment of his/her tenants.

    Also ticketing at 1am if the signs are unlit is against even the IPCs code of practice.

    Why, if you live in the block, did you park in a space reserved for visitors? That is the reason why MAs take on these leaches in the first place. t

    It is a problem, isn't it; housing has allocated spaces or the residents will complain they can't park.

    And the way they choose to deal with it is to contract companies who employ dodgey tactics.

    But I have now received a NTK for one of the fines, should I wait to see if the other 2 arrive?
    Should I now appeal?

    You could wait for all 3 to arrive so you can then check them out with the DVLA (as per Coupon-mad's advice), but if the 21 day deadline for appealing your first NtK is fast approaching, send off your appeal (from template in NEWBIES sticky, post #1 - IPC operator template).

    You will need to appeal each NtK separately, you can't do them all together in an all-encompassing appeal.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    You do realise of course, that appealing an IPC ticket is not really 'an appeal' and it won't get accepted? There is no appeal for these firms, you just ignore them after one challenge which we recommend you send, merely to show you are not ignoring the scam and that you are not a pushover (they will also know you are on this forum, from the template appeal used).

    No IAS stage, NO further 'appeals' after just the template being submitted for each one, because there is no further stage worth trying. The IAS is run by the same people who run the IPC Trade Body and the same Gladstones solicitors, who bring these cases to court! You can suss there might be a conflict of interests there...

    IPC cases are all the same, you then ignore the daft letters (please don't tell us about each letter!) and come back if Gladstones try a small claim or three, because we win them.

    Complain to your new MP after the General Election. And dig out the terms of your lease or tenancy becasue you will need thenm later in a defence, to see this crap off.

    DO NOT JUST PAY. IT IS NOT AN OPTION HERE TO SPONSOR THESE SCAMS, FUNDING MORE PCNS AGAINST VICTIMS.

  • As you predicted the 'appeal' has been rejected, they are not willing to provide any information. I have also received the other 2 ntk; they don't have any photographic evidence of these 2 so should I write with the same appeal for these?
    What is my chance of winning this? As I can't afford the fines to be increased.
    Can I get them to lower to the original amount if I state I didn't receive The original fine?

    Not sure what you mean or why you are asking; you don't *win* appeals against IPC firms. There is no fair appeal. This isn't a fine. People who come here realise this is a scam and they DO NOT pay them.
