Leashold Freehold - Section 20 Consultation process

Hello,
I live in a property conversion - 3 flats, one of which owns all of the freehold.
I expect to pay towards the cost of upkeep, ground rent etc. However, over the years, I am finding that jobs are becoming bigger and more expensive, and of course I always pay my share without questioning.
However, quite often thevfreeholder decides what jobs are to be carried out - so for instance, without any consultation with the other flats (there are only another 2, one of which is myself!), jobs are just decided and we are expected to pay our share.
What i am now having issues with is the job that the freeholder decides will be the job to do - so last year it was a bit of paintwork and now it is tree and bush cutting. Yes, these are important jobs but I could list a number of jobs that I beleive should have higher priority than tree cutting and bush cutting.
I have been asked for my contribution which is just over 225. I am not happy because a) i dont see why every year the freeholder is deciding which jobs should be undertaken and I beleive there are higher prioirty jobs and 2) they never shop around for quotes.
We have paid 1000s for pest control jobs and now we're looking at quite a bit for some tree cutting.
Where do I stand? What are my rights, if I have any?
The freeholder is not a private compnay, they are the people/family that own one of the flats and all of the freehold.
I have read of the Section 20 Consultation process but would this apply to gardening jobs (if classified as a major work)? and can i only go throuhg this is the payment is over 250?
