Parking charge Notice but no grounds to appeal???

I have already read the newbies thread but I'm asking for additional help as it wasn't quite clear enough to me given the situation.

They don't feel they have grounds to appeal this parking ticket as the driver was over the allotted time allowed. However....

They parked at a retail car park. There are signs but they're not hugely obvious as you enter the car park.
They spent £200 in one of the shops and then bought lunch. They were with a disabled badge holder and were parked in a disabled bay with the disability badge on display. Usually disabled parking is allotted additional time so they assumed would also be the case here.

There were NO signs next to the disabled bays regarding parking restriction times. The disabled bays were directly outside the shop front away from other parking bays which did have signs. Something they are now aware of only because they have looked on Google Street view. However the signs are unreadable online. They use camera not pay and display. They don't remember seeing the cameras, they were not obvious either.

They were 42 mins over the 2 hours. The first is £50 if paid within 14 days. £85 if paid within 28 days. They are BPA approved - Highview Parking.

Not entirely sure they have grounds to appeal or whether they would even be successful.

Well you can't have taken much in from the newbies thread if you think you have no grounds to appeal!
You have already mentioned a number of things in your description of the events!

You have already mentioned inadequate signage and EA2010 in your post, so that's two appeal points straight away.

As above, go back and read the NEWBIES thread then send the BPA template in blue you will find there. Copy and paste and send it by whatever method Highview tell you to use. If by post then send it from a Post Office counter, first class, and obtain a free proof of posting. If online or email is available, then use that but make sure any tick boxes are set to keeper, not driver before you hit send. Do not edit it, do not reveal who was driving, do not miss the appeal deadline.
When they reject it, construct your draft PoPLA appeal using all the available appeal points you have already seen in post 3 of the NEWBIES but somehow think don't apply. Post your draft here for checking before you send it.

You should also edit your post to remove any information about who parked. Only mention The Driver, The Keeper, and a Disabled Occupant who has protected characteristics in accordance with the Equality Act 2010. The blue badge is irrelevant as it does not apply on private land, but the EA2010 does.

You should also go back and take pictures of the entrance and signs around the car park to show how a driver would not have seen them.

What happened when you took your receipt back to the store manager and complained?

LOL, and you are worried?! If you had simply searched the forum for the single word 'Highview' you would know they cancel within hours! Read a few threads - I wrote this to someone only this afternoon, linking the threads you and they should have found with a search:

I challenge you to beat the 'Highview 2 hour record' if you send that 'no keeper liability' version of appeal online, on Monday morning.

    :D
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
