Unsolicited NetSpend debit card

Ive just found an unsolicited email in my inbox thanking me for opening a 'NetSpend' debit card account and inviting me to login to explore my exciting options.
1. Have I had my identity stolen?
2. Is this a phishing scam trying to get me to login and confirm I exist and/or give away bank account details.
I have googled the name and find they send out unsolicited cards to US residents and a lot of their customers seem to have unauthorised transactions on their acounts.
3. Is there a policing body in the UK I can forward the email to for investigation.
In very small print below the click bait panel I am advised this message is an advertisement and I could click an unsubscribe link to opt out!!
Anyone out there with experience willing to offer some advice?

If it has the statement that it is an advertisement and an unsubscribe link then that is what it is. Your identity has not been stolen. Just delete e-mail.0

What worries and annoys me is the manner of the email as the message states I have purchased a card at Walmart! There is an Asda in my town but no where near enough for me to ever shop in. How can such a blatant whooper be stopped? Seeing it scares the cr*p out of you and immediately makes you think identity theft! It is only in tiny print mixed up with all the 'conditions apply' (1) and (2)'s below the email that they slip in that this is an advertisement and you can unsubscribe.
All I can say is others beware! There seems to be no reference to this scam message that I could find anywhere else on the internet.0 -

Delete, but do not unsubscribe.
Thanks, I have reported it to the ISP and blocked that email address.
