I have received a notice of debt recovery from dcbl stating an unpaid parking ticket issued from Northern Parking Services has been handed over to them. They are asking for £160 payment to ensure no further action is taken. Do I pay up or sit tight I have made no contact with anyone regarding this.

You should read the Sticky thread for NEWBIES, especially the bit that tells you why it is safe to ignore debt collectors.
Did you appeal to the PPC or is the debt crawler letter the first you heard about this? If this is the first time you have heard about the PCN you should treat it as the NTK and appeal to the parking scammers as explained in the NEWBIES.

I didn't respond to first or second letter from NPS then the letter came to say it had been handed over to dcbl0

just IGNORE it as its only a debt collector letter
come back if you get an LBC or an MCOL in the post (not debt letters)0
