PayPal allows you to make a payment using a debit card to an e-mail address, whereby the recipient can withdraw the received amount from their PayPal account to their bank account.
Are there any services other than PayPal that provide the same service, also at zero charge for payments in GBP within the UK?

No, there are plenty of ways to make bank transfers, but I specifically need to use a debit card. It doesn't matter if it goes to a mobile number instead of an e-mail address, but I think e-mail addresses are more common for this purpose.Not quite the same but PAYM allows transfers from one bank account to another by addressing a payment to a mobile phone number.0 -
Revolut allows you to do this; you can top-up by debit card and send to any other Revolut user either by finding them in your contact list (phone number) or by sending them a link by email/app/whatever.
Based on a quick look it appears that GBP transfers are fee-free, but check carefully. There could be fees after a certain amount has been sent.0 -
