Debt Recovery Plus - Pay fine or not

Hi All,
Need your help on this. Have received a letter from dept recovery plus on behalf of euro car parks demanding a payment of £135. Euro parks tried to contact me on an older address I had lived at and since they were unsuccessful they passed on their debt to DRP. When i first recieved the letter at my new address , I got scared since they had mentioned i could get a fine of up to £1000 and prosecution from DVLA for not changing my address on my car registration. I then contacted DRP and admitted that I overstayed in the parking by 16 mins( i had paid for an hour). I started negotiating the amount to be paid but they do not seem to budge Euro car park (in the form of photographs) have provided me evidence that I over stayed my parking time by 16 mins.
Today is my last day to pay DRP before they can take further action. I have been in touch with them over the last weeks as i mentioned and I might have agreed to have overstayed in the car park. But the fine posed by them for a overstaying a few mins its ridiculous. In fact I was in the car looking for parking and might have wasted time in the process as well. Should I pay them the money since I am not entirely right. Or am i getting scammed
Any advice will be much appreciated.

IGNORE drp, they cannot do anything at all, especially not court
and 16 minutes is within the 2 grace periods allowed in clause #13 of the BPA CoP , please read it

DRP are trying to scam you as RedX says. You an ignore DRP, but do not ignore an LBC/LBA (Letter Before Claim / Action) or MCOL (Money Claim OnLine) - if in doubt ask here when you receive a letter.
*If* you receive a LBC/LBA or MCOL come back here and you should be able to defend it based on the grace periods Redx mentions. At that time the experts here will require more information to help you formulate a winning defence.Thank you so much for your reply Redx. your issues are with the PPC
therefore you should write a letter as keeper of the car to the PPC and inform them of your new address for service of any papers, quoting the PCN reference number too
you could also add the details about clause #13 of the BPA CoP , so its down on paper, keep a copy of the letter and get a free certificate of posting from the PO Counter as well
you are now creating a paper trail and evidence , in case a court case follows within the next 6 years
IGNORE drp
DRP cannot issue court papers, as your beef is with the PPC, not DRP0 -
