1st Floor Flat Built Late 90s Survey

Hi All,
I'm just about to buy my first flat and have been asked about surveying.
It is 1st floor (there are 3) and was built in the late 90s (1997 or 1998) as a purpose built flat - and is a leasehold with a lease over 150 years.
It seems that a lot of people are telling me because it is so new and untouched in terms of decorating from new that it would be pointless to get a home-buyers report.
Are they right?
Even the mortgage broker suggested that it may not be useful at all which has confused me more.
I can see if it was not purpose built or was an old house (or even a house from that time) I may want to do this but I am starting to think it's not worth it!
