Council Tax in Scotland

Daft question but I've googled and I'm no clearer on the answer!
My son is about to sign a lease on a flat in Edinburgh, he is just sorting out his budget and is confused about the council tax and water charges.
The flat is council tax band E - the charge for band D for the year is £2108. Does this include the water charges (The Scottish Water website says that the combined water charge is £430 for a band E property but is this on top of the £2108 or included?
It'd probably make more sense to me if I could see a council tax bill but without one I'm not sure how it works.

It's a large 2 bed flat near the harbour - to be honest all of the properties he'd been looking at are band D or E - probably because he wants city centre!xxx Nikki xxx0 -
If the flat is band D = £1634
If it is E = £2108
This includes the water etc - i dont think you get a choice on that

Yes, frustratingly (for me anyway), water is included in the council tax bill. When I lived in England, I had a water meter and my bills were way lower than they are now I'm in Scotland and pay the flat fee for the council tax banding.0
