Are 5-lever and window locks compulsory?

Looking for insurance for my sister who does not have 5 lever locks or window locks on her house. One company has refused to quote as I had to say NO to "do all doors have 5-lever locks and all windows key locks etc.". Another company didn't ask anything about locks and has given a quote. I can see nothing in their policy wording either about locks. Is there any catch to this by which I mean if they didn't ask about locks in the online application, can they insist on them after I've bought the insurance or could it be hidden in small print somewhere else?

    Whey they are compulsory then they are compulsory. When they are not compulsory then they are not compulsory.

    In some areas (high risk ones), it will be mandatory. However, in other areas it may just give a security discount. If you take the discount then it becomes mandatory to have them otherwise you face the consequences.

    It will not be in the small print but it will be stated on the policy terms if it is required.

    So if they haven't asked the question on the application and there is no mention in the policy wording, is it safe to assume that for this policy and quote, she doesn't need any special/extra locks? They can't suddenly specify it on the insurance schedule after I sign up can they?
