Parking Tickets

Hello Team,
I read through the threads and most cases were of over staying in a parking. Our case is a little different, hence looking for some help...
I rented the vehicle and drove the rented vehicle into a hotel to drop-off a relative ( I have hotel booking confirmation ). We did not want the car to be standing at the hotel porch hence we halted our vehicle in the available space. The surroundings were very dark and hence we missed seeing the parking signage. We halted at the premise for a merge 13 minutes.
We did not purchase any ticket because
1) We came to drop of a guest.
2) We could not see the parking notice
3) It was only 13 minutes - does this cover the grace time permitted.
Can you help us draft a case for our appeal against the Parking Charge Notice.

the circumstances are largely irrelevant at this time
there are 2 trade bodies, read their grace period clauses in their CoP,s
the one that applies to your PPC is the one you need to read as far as grace periods goes, but assume 10 minutes as being the allowable period
complain to the landholder and insist on a cancellation , in writing0
