Not eligible for paternity pay

Good afternoon
I have a question regarding to paternity pay. My partner let company know about due day in January (15 weeks before due day). Last week the company sent my partner a letter saying he’s not eligible to Statuary Paternity Pay based on information:

I have a question regarding to paternity pay. My partner let company know about due day in January (15 weeks before due day). Last week the company sent my partner a letter saying he’s not eligible to Statuary Paternity Pay based on information:
- Start working for them 1 of August 2016 (but before he was working continuously for other companies, not claiming benefits etc).
- Baby Due day 4 May 2017

Job centre don't pay paternity pay. He'd had to have started employment with them on or before 30th July0

If he's not entitled to paternity pay from the employer he may be able to claim Income Support for 2 weeks.

Paternity Pay
You must:
have worked for your employer continuously for at least 26 weeks by the end of the 15th week before the expected week of childbirth (known as the ‘qualifying week’)
be employed by your employer up to the date of birth
earn at least £113 a week (before tax)
give the correct notice.
He does not appear to have worked for his employer for the required time. Tine with a previous employer does not count.
I don't think there is any payment from the jobcentre0 -
