Private parking company PCN

Hi, any advice please.
Received a notice to keeper following a windscreen PCN which had been put in the glove compartment by the driver on the day of the event, the PPC are a member of the IPC, when I put in an appeal following the NTK ( as registered Keeper) they simply said " you did not appeal within the 21 days of the PCN so now it is too late to appeal.
I have read on another forum that an appeal should be allowed following an NTK, they did not mention what appeal options were available, were they correct in this.
The NTK conformed with timescale for them sending, they also say that the reduced charges for early payment are on all signs at the site, which is incorrect it just state parking charge £100 in bold in small print below within 28 days of issue. It does show reduced charge on PCN but not on NTK .
No mention on NTK of Schedule 4 of the Protection of Freedoms Act 2012 (PoFA). is this significant, read on other forum this info is required.

so ? just IGNORE them and any debt collectors for 6 years unless you get an LBC or an MCOL from Northampton
if you had read the NEWBIES sticky thread, you would know this , as its appeal once , then IGNORE
very few appeals are considered and upheld as there is no profit in it for them in accepting an appeal, its just a money making sc@m
ps:- also mentioned in that thread is that POFA2012 is not a mandatory obligation0 -

I assume you were careful to appeal 'as keeper' not talking about what happened/who was driving.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

POFA Sched 4 - the Notice to Keeper must:
para 8(2)(g) inform the keeper of any discount offered for prompt payment and the arrangements for the resolution of disputes or complaints that are available
And para 8(8) says this:
(8)In sub-paragraph (2)(g) the reference to arrangements for the resolution of disputes or complaints includes—
(a)any procedures offered by the creditor for dealing informally with representations by the keeper about the notice or any matter contained in it; and
(b)any arrangements under which disputes or complaints (however described) may be referred by the keeper to independent adjudication or arbitration.
