Autumn crocus (not really a crocus but part of the Lilly family) are the ones most likely to poison dogs but to be fair - I have never come across any dog that's munched any.
A local park has thousands of spring crocus and its dog walkers haven - I've never known anyone have a poorly dog there.
The key is flowers that appear before or after the 'mowing' season - or flowers that don't mind being mowed. Is it an open aspect or are there trees shading the area. I too would talk to the council first. It is tough for them these days and the thing they will be most concerned about is whether anything you do slows down the maintenance teams.0
