PPI on unpainted in full loan

Hi all,
When I was a young teenager in 1999I took out a loan of £5000 with lloyds bank.i paid payments on time until I lost my job and couldn't afford any payments,went through a real bad patch and buried my head in the sand.i was left owing around £600 I think,debt got passed to collection agency in 2003/4 but did not pay it, and I have heard nothing for about 10 years,I have no paperwork at all,and am unsure where I stand.
Can I still claim PPI?
