NTK - 14 Day Discount?

I recently received a NTK for a parking charge, I've already checked it was in the time limits etc.
My main question is, should the NTK provide any details for a discounted price within 14 days of receipt of either the Notice to drive or keeper? It was mentioned on the NTD but not the NTK, would this be grounds for appeal?
The charge was from CPMS they're registered with IPC.

Don't get suckered by the idea of any "discount" - its a ruse, pure and simple.
And if that's your real name Andrew, get it changed. PPCs do trawl this forum for identifying info.0 -

No it isn't, if a bribe (discount they call it) was *offered* in a windscreen PCN it doesn't have to be re-offered in the NTK.
I doubt CPMS serves fully-compliant POFA version NTKs though, getting the 28 days warning right. And the signage is probably pants - but no appeal will make any difference, as this is the IPC. Sit on it after one challenge and come back if they eventually try a claim (no biggie, and defendable).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
