Advice needed please re time period of RTM takeover

I wonder if anyone can help with our situation.

We ( 3 Leasholders ) have set up an RTM Company and the Freeholder has confirmed he is happy for us to take over. The official takeover date is in 3 months.

However the existing managing agents are now wanting access to start compliling reports for fire, H and S and asbestos.

We have had terrible problems with their aggressive attitude to repairs / maitenance and collection of service charges we went down the RTM route, we are now thinking they are trying to spend our advance service charge monies before we take over. Also the Freeholder had a £1600 loan from the account recently aswell.

Ideally what we need is a way of saying no to them doing or instigating any more works.

We do want to do these things ourselves anyway but we dont want them doing it to add extoriotate admin fees and mark up, we want to spend our money on the building not agent fees.

I fully would accept in an emergency they may need access but not for non essentials ie critical.
