Vehicle Control Services rejected appeal AFTER 28 days

Hi all
I received a parking ticket for failing to park in a bay (the lines were faded and it was not obvious where the bays were)
I appealed the ticket with VCS but this has been rejected and they are now asking for payment unless I go down the appeal route with Independent Appeals Services (IAS)....
My annoyance is that if i lose the appeal the fine will be £100 (and not £60)...
However- does anyone know if I can also appeal on the basis that VCS took longer than 28 days to respond to my appeal (they took almost 3m):
Date of contravention- 10 Jan
Date of me appealing- 23 Jan
Date VCS acknowledged- 24 Jan (stating they would respond within 28 days)
Date of decision- 13 April

It is not a fine.
There is no legal requirement for you to pay anything unless instructed by a judge.
Did you appeal as driver or as keeper? Hopefully the latter.
The IAS is a kangaroo court and you will lose if you appeal. The advice in the NEWBIES (which hopefully you read before you posted) tells you not to bother with an IAS appeal, but to ignore anything and everything you get from now on except real court papers.
What happened when you complained to the landowner/retailer?

I was not able to find out who the landowner was and so didn't go down that route...
do you know if VCS are obliged to respond to appeals within the specified time of 28 days? If so, given they took longer than this do I have any further grounds to appeal/ complain?0 -
