NTK Error

I hope this is the correct place to ask this, apologies if not.
Recent PCN on windscreen for "Not parking wholly within bay" at Chalon Way St Helens.
The car is my wife's and she is the registered keeper but the "Reminder notice" has an error in our names. The letter is addressed to Mr Donna Bloggs (not our real name!) and starts "Dear Mr Bloggs".
Is this a DPA breach? Will it be deemed that my wife (keeper) has received the NTK even though there is no such person as Mr Donna Bloggs?

Probably not important. Who issued the PCN (was there a windscreen PCN first?) and is it POFA compliant NTK?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for your reply Coupon-mad. The thinking behind my query is that I did some work a while ago for a utility company and they were really keen on getting the customer details correct as they wouldn't be able to take them to court if they've been billing the wrong person. Also they were paranoid about revealing Mr customer's details to Mrs customer or vice versa as it contravenes the DPA.
In answer to your questions, it was a windscreen ticket and as to POFA compliance - well yes if it's ok to screw up the keeper name, no if not.
I read on another thread that someone parking in the same place as us and receiving the same ticket received a reply post that strikes me as worthy. The signage said parking must be "wholly within the bays", the guy in question had parked his van sideways across 2 bays but he was still within the parking bays - as opposed to the non parking areas. The sign doesn't stipulate within a SINGLE bay as so to me it seems fine. What do you think?0 -

This would not be a DPA breach unless someone else received the keeper details, or the keeper received someone else's details. Since the name is that of someone who probably does not exist, then there can be no breach.
