Appeal throug POPLA - Euro Car Parks help please

Hi
I just wanted to ask whether it is worth appealing through POPLA. I challenged a parking ticket received from euro car parks my boyfriend was sent on the basis he didn't see the signage. In fact, neither myself or my boyfriend noticed the signage even though "it is clearly displayed" at the entrance and the site (£2.50 per day). Had we noticed the signage we would have paid the fee. "No contract can be formed with the landowner and all tickets are issued unfairly".
My appeal was rejected - "on entry to private land it is the responsibility of the driver to check for signage and ensure that the vehicle has been correctly parked".
I also attached a cheque for the amount of £7.50 (I had no idea what the charges were, £1.50 handling fee), which I thought would have fully covered the fee.
I need to add that the PCN letter was sent to my boyfriend's previous landlord. We moved in November and my partner informed the DVLA about the change of his address. When the landlord rung my boyfriend to inform him about the letter, he asked him to open it and read it to him. He then rung Euro Car Parks to ask them about the letter. They asked him to send them an email with his correct address (which he did - this is the kind of person he is). He received a letter with the date of 06/04/17 but the contravention occurred on 18/03/17 - more than 15 days after. I did not flag it up in my appeal - only realised now.
My question is - should I write to them once again to tell them that the ticket did not comply with the Notice to Keeper rules set out in the Protection of Freedoms Act?
Should I appeal to POPLA on the basis we did not see the signage or the letter was not sent to the correct address within 15 days of the ticket issue without writing to the company?
What's my chance of succeeding?
Please help. I'd appreciate your input.
Thank you.
Anna

waste of time writing to the PPC, they have rejected your appeal and issued a popla code
read the NEWBIES sticky thread, post #3 , that tells you what to put in a popla appeal , including POFA2012 (as long as the driver wasnt outed) and signage , and no contract , and maybe other aspects too
the decision is yours regariding appealing to popla, there are no guarantees and only a fool would give you any odds, either way (its a lottery)
a good popla appeal may well win, but nobody can tell you how good your chances actually are , not at popla , nor in court either0 -
ECP normally give up when people submit a long and detailed POPLA appeal as per the templates in post #3 of the NEWBIES thread. You will find some examples by searching 'Euro POPLA'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
