Query re fine Manchester Council

I inadvertently turned into the infamous Hunts cross bus only lane outside Manchester Victoria. I tried to appeal that there was no escape lane and signage was shocking. For the record it is one of the highest collection lanes in the country !!!
I appealed.
To pay within 14 days I could have the fine halved therefore as 12 days expired I thought it best pay to pay as the fine would double if my appeal evetually failed.
I then got a letter back with car photo and no right of appeal

....the justification was the fact i had paid and according to their wording" you admitted liability by paying. ..... case dismissed "
How on earth can I admit liability if they don't hear the appeal within 14 days. You are then shafted with double tgh5e amount if your appeal fails.
That cannot possibly be fair.
Is it legal?
I appealed.

You had 14 days to research appealing Council bus lane tickets. In reality it takes no more than a few minutes.
As you did nothing for 12 days then paid that's generally the end of the matter.0 -

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
