Hi All,
What are peoples thoughts on the below, I have been issued a parking charge notice:
Time issued - 31 Jan 2017 20:48
Claiming I was parked in a disabled bay without a permit.
I never had a PCN affixed to my windscreen although the pictures they have provided clearly show one on my windscreen, so I made no attempt to contact or pay the charge until I got notice from the lease company that the car had been issued with a ticket on 7 March 2017, by which time the fine is now £100
I responded to the ticket on 8 March explaining that I had not had the ticket on the window and this was the first I had heard of the charge, so please could they send me proof of the violation.
I received a letter on 11 April 2017 stating my appeal had been rejected and that I had to pay the fine.
I called UKCPS on 13 April 2017 asking for proof and not that I had appealed the charge.
In the meantime I visited the car park where I had parked, the bay which I parked in, used to have a disabled badge painted on the floor of the bay, no signs at the front of the bay, the marking on the floor had not been repainted for sometime and was barely visible, especially during the evening during January.
Signs were up at the entrance of the lane of the car park stating the first five bays are for disabled drivers, but no defined road markings, I didn't see the sign as I came in from the rear entrance of the car park.
Other bays around the car park, have been re-painted and are clearly visible with the disabled badge within the bay and yellow lines surrounding the bay.
I have attached images taken during the day time.


I tried to appeal via the IAS website but it won't let me appeal via the website.
Should I pay the charge or try to contest it?

you should IGNORE the charge , for now
if UKCPS send an LBC or they issue an MCOL from Northampton within the next 6 years, come back for help on defending yourself0
