Ticket from UKPC ltd.

Hi All,
My daughter has received a charge for parking across the lines of a bay in a shopping centre, from UKPC ltd.
Apparently, there was a car parked across a bay, leaving her with no option but to park similarly in order to leave sufficient gap to get her 2 year old son out of his car seat. When she got back to her car, she had a ticket on the windscreen, which she ignored, and has received the Notice to Keeper yesterday.
The car park was free to use. The charge is for £100 with no offer of discount for early payment. Should she appeal? what grounds?
Any advice gratefully received! Thanks in advance.

    Just go through the process of appealing as the keeper and not the driver.
    UKPC will reject it of course and then you get the opportunity to appeal to POPLA.

    Have a look through POPLA appeals on the front page of this forum right at the top.
    It is wise to complain to the retailer and produce receipts and ask them to cancel. It would also be wise to show the retailer the link below

    At the moment, UKPC are subject to a winding up order by HMRC in the Matter of the Insolvency Act 1986

    The invoice your daughter received is not proven and can only be proven by a judge in county court
    Whether UKPC will go down that route, who knows but any monies collected will be subject to the winding up order

    HMRC would not persue anyone with unpaid speculative parking invoices

    The template appeal letter is already written for you. It's the BPA one in blue you will find in the NEWBIES thread. Copy and paste and send. No editing.
