Loading a baby not parking!

I have read the newbies sticky post and want to appeal a parking ticket issued by post by parking eye but wasn't sure which template to use or if it applys to my situation.
As we were leaving from our holiday The driver drove into a car park to load my 5 month old son into the car and pack his pram and stuff into the boot ready for our journey home. The ANPR from entering the car park finding a safe stopping point loading and exiting was 17 mins. We didn't leave the car or park just loaded in the baby hence why we didn't buy a ticket. The sign did not say no laoding or stopping. Which letter would be the best appeal at first stage online appeal?
