is the ESA contributions based or income related?
if income related she can claim with help with travel costs, but they won't pay £60 a day.
hasn't she got family/friends that she could pay petrol money to?
some hospitals run volunteer transport schemes, where the user pays a nominal charge. the hospitals PALS office should know if the scheme runs there
also, she can take her own drinks with her, so no need to buy them0 -

The NHS help with travel costs scheme would only apply if she was receiving treatment herself. It cannot be used for visiting.
The local authority may offer discretionary funds to help, but as you say it won't be £60 a day.0 -

i had a friend that received travel costs to visit a hospital in patent.
BUT
the patient was her child ... well a baby.
don't know if that makes a difference0 -
The town in which I live has what is called a 'Community Car' scheme....local people will come and pick you up, drive you to your destination, wait, and take you back home...you pay them a set amount per mile/km and it is MUCH cheaper than a taxi!....They generally only take OAPs and people with disabilities.
If the OP's friend lives in a town with a similar scheme it could be a solution? Your CAB or Age Concern should know if there is a scheme (or possibly the hospital would know)0 -

I do wonder why the government will provide financial help towards the costs involved in adults visiting someone in prison and yet will not offer the same for those visiting adults in hospital?

It's been the policy of different governments, under different parties, so not specific to the present one.0
