Parking ticket gone to debt collector stage

Hi all, recieved a ticket through the post on 8th feb from Premier for over-parking at a homebase store during the evening when it was closed, searched around for advice and 'ignore it' seemed to be the general advice, not least from someone who actually worked there! Since then i have had reminders & yesterday had a letter through the post from zzps debt collectors obvs asking for a very inflated fee of £172, now i know this is the norm but with that case in Scotland they are now putting that info as a threat on the letters. Have the goalposts moved now? Just a bit concerned as i dont want this getting to a silly figure, any help appreciated

They've increased the number of PCNs issued per annum greedily by almost doubling them year on year but still are not hugely featuring with court claims. Come back if that happens as we win almost every defended case.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
