Selling a l/h flat, joint freeholder refusing to return lpe1 form

I know this subject has been discussed previously but my situation is not quite the same so thought I'd reach out to see if anyone can offer me some advice.

We live in a top floor maisonette with a 50% share of freehold and have just accepted an offer to sell it. We have put an offer for another property that has been accepted on the condition that we complete within 8 weeks. All is moving swiftly but the joint freeholder, fkat below, is refusing to sign the lpe1 form. We had a recent dispute with her that is mainly a personal feud and she is throwing all sorts of false allegstions at us, she is just trying to make our lives as difficult as possible now we want to move out.

We marketed our flat as leasehold only and the buyer has agreed to complete the leasehold only then follow up with the freehold later because we knew the other freeholder would delay the process.

We want to go with this approach but our solicitor is saying that the buyer needs to see the lpe1 form from the other freeholder up front. It doesn't make sense that we cant move out beause someone else has decided to be unreasonable.
Can anyone advise on our options? Is the lpe1 a legal requirement to sell a leasehold if i am the freeholder? Albiet a joint one.
We would really appreciate any advice on this, we are close to losing on our dream property if the sale falls through because of this person...
