DVLA FOI Request re Grace Periods

I recently submitted an FOI request to assist in my defence of a PCN.
Posted below is the reply letter from DVLA in case anyone is interested and can use this information.
In next comment is the extract of the minutes as referred to in the DVLA response of 19 April 2017.

Freedom of Information Request
Thank you for your e-mail of 5 April requesting information under the terms of the
Freedom of Information Act 2000 (FOIA).
You asked:
I wish to see the minutes of any meeting with the DVLA, and/or emails or
any communications exchanged, regarding grace periods for parking,
and in particular the agreement in 2015 to change private parking grace
periods in the BPA Code, to not less than 11 minutes, for private car
parks in line with Council car parks.
This information is not held.
DVLA did however, attend a BPA Code Review Meeting on 25 October 2016 as an
observer in which it was stated that BPA would draft changes to the clauses that
refer to grace periods.
An extract from the notes of the meeting is attached for your information.

    Dear DVLA,

    You say the information is not held.

    Are the DVLA unaware of this Professional Development & Standards Board meeting from 30th July 2015 where it was formally agreed by the Board that the minimum grace period would be changed in 13.4 of the BPA Code of Practice to read 'a minimum of eleven minutes'?

    I would also like to know what response has been made by the DVLA to this consultation document:

    and whether, in the light of the 2015 Professional Development & Standards Board meeting which agreed to change CoP para 13.4, the DVLA will be writing to the BPA accordingly to ensure that agreed grace period time of 'at least eleven minutes' is included since it appears to have been overlooked in the document.

    Please confirm if this is a matter of concern to the DVLA and the steps now to be taken to address this oversight by the BPA.
