How Association value property for right to acquire/right to buy?

If you want to buy your property and you are eligible through either right to acquire a right to buy with a housing association, how does the housing association get the property valued to give you a price at which the property would cost to buy?

Setting aside the discounts of maximum £16,000 with Right To acquire or up to £106,000 with a right to buy, is the property still offered cheaper than if it were being sold by somebody not part of housing association?

Also, if you want to buy a flat under right to buy or right to acquire, can you get a maximum of 50% off the entire price of the property ?
