Parking Eye Fine

Hi, looking for any help to get my partner away with a fine she has received from Parking Eye.
To try and keep it short, she has travelled from our home in Scotland and parked in a car park in England and has genuinely not noticed she was in a Pay and Display car park.
She has only received the letter and not replied yet. After a quick read of the Newbies post, am I correct in saying her best option is to use the Template designed for members of BPA in said post? As we live in Scotland and the offence taken place in England and there is no proof of who was driving, it would appear she has a good chance of the case being dropped?

Yes indeed, use the template and add:
Please note as I live in Scotland I am out of the jurisdiction of the English Court and the driver will not be identified. I fully intend to appeal this robustly at POPLA and require photographs of all the signs at this location in advance, should you not cancel this charge now.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
