Housing Association Major Works

We're currently having some major works carried out on our block of flats. I am a lease holder. They have just given the invoice for about 12k, which is slightly over the origal quite when the work start a year ago.


I have some questions about if and how we should challenge what we're being charged. For example.
a) We are on the ground floor, The flat above us has a blacony. We do not have access to it. But we are being charged for damp/waterproofing specifically to the balcony.
b) The upstairs walkways have been resurfaced, extra damp proofing etc. (We do have access to these walkways)
c) A lot of repair work has been done to the roof. There has also been safety rails added. Should a leaseholder have to pay for the HA to comply with health and safety regulations?


12k seems a lot of money for looks like a new coat of paint to our exterior, and a new satellite/TV aerials installed!

    What does it say in your lease about leaseholders paying for maintenance to the block?

    How much more than the quotes received is it? There may be a way to query this if it is unfair and puts you into financial hardship.

    It is almost certain that in your lease it states that you will be responsible for x% of all maintenance costs. This is quite normal. It means that the top floor is not solely responsible for the roof, and the ground floor is not solely responsible for the entrance hallway ... Etc.

    The building and its maintenance are shared. The proportion you pay will be stipulated and it will be the same proportion as your normal service charges cover (eg communal hallways electric lighting, grounds maintenance etc)
