How to fit a roof vent...

Hi All,
Does anyone know if it is possible to fit a water-tight roof vent without getting on the roof?
I have an apartment on the top floor and it is impractical to put up scaffolding to get on the roof. The loft is easily accessible and their is no insulation behind the roof tiles.
I need the roof vent to expell the air from the bathroom/kitchen.
How much would someone charge for this?

Hi Pieter
No it isn't possible to fit a roof vent without getting onto the roof, however, you can fit a roof window from inside. Fit in the soffit, then no need to go on the roof.0

Unfortunately I cannot access the soffit as it joins onto the ceiling...
