How to rebuild a Mini PC

I am trying to get an image on to a Hannspree Mini PC
The problem being UEFI bios - which is inaccessible when the device won't boot up - so I am unable to set the boot options to DVD or flash
F2 at boot doesn't do anything !!
This must be a common problem - but how do you overcome it ?

Just had a google, and it sounds like Fast Boot is enabled, which means that the keyboard isn't activated until the OS boots.
The PC should turn Fast Boot off after one failed boot, so if you've only tried once, reboot and try again.
Otherwise the first couple of links here explain how to disable Fast Boot on Intel boards. Presumably there's a similar trick with other motherboard brands...?

I think I got one of my old PC has [DEL] to enter BIOS, another one with [F12] I think...0 -

I reckon that it is the HDMI monitor that is the problem - the BIOS needs updating - but it is a unique BIOS for this device and there are no updates available at the moment !!0 -

Not sure why you think that the HDMI monitor is the problem, if no BIOS update is available, doesn't that tell you something? i.e. that the BIOS does not need updating.
Follow the correct method:
1. Unzip the Hannspree image to the root of a FAT32 USB flash disk.
2. Connect the micro PC to a USB HUB, then connect keyboard and flash disk to the USB HUB.
3. After switching ON the micro PC press the ESC immediately.
4. Select Bootmanager.
5. Select EFI USB Device.
6. Press Y to confirm.
7. Wait for the Winboot recovery process to complete.
8. Restart the Micro PC to apply.0 -

Did you not see the USB_Preloader, bootmgr and bootmgr.efi files when you unzipped the Hannspree image onto the flashdrive?
They often say "don't give up the day job" but in your case!0
